Mutual Accountability: how do we measure up?
Representatives at the 4th IHP+ Country Health Teams Meeting in Nairobi discussed and agreed on a future approach to monitoring health development effectiveness. The approach is in line with the Busan Global Partnership for Effective Development Cooperation. In health, six core issues will be monitored, with the aim of strengthening mutual accountability for results.
Participants at the 4th IHP+ Country Health Teams Meeting in Nairobi, Kenya discussed and agreed on a future approach to monitoring health development effectiveness. Mutual accountability for results is a key pillar of IHP+. All partners who sign the IHP+ Global Compact commit to holding each other accountable on progress made against commitments to improve health development effectiveness and results. They commit to doing so through an independent monitoring mechanism. Monitoring of IHP+ commitments first began in 2008 when an independent consortium, IHP+ Results, developed a system for monitoring partners' performance. Since then, three rounds have been completed.
In July 2012, IHP+ partners began participating in a series of consultations about the partnership’s future approach to monitoring. In December, at the Nairobi meeting, participants discussed the options, and agreed on the need to continue but adapt monitoring efforts in line with the approach being used by the Busan Partnership for Effective Development Co-operation. Agreement was reached on the eight principles for the future approach, subject to some limited rewording; on the six core issues to be monitored; and on the next steps. More work is now under way to define the precise indicators to be used to monitor the six issues through the IHP+ Mutual Accountability Working Group, in consultation with those working on monitoring the Busan Partnership for Effective Development Cooperation.
