
These will be a virtual network of global experts chaired by senior, well respected members of the international community able to take a neutral role. The Working Group participants will consist of individuals that can represent a balance of global views; and commit dedicated time to the work of the Taskforce. They will be serving the Taskforce acting in their individual capacity and not as representatives of their government or agency. Two phases of work are proposed; in the first, two technical working groups will perform work, as detailed below, each with their own chair and present their analyses and recommendations to the Taskforce. The second phase will involve a group of "champions" charged with securing support to the final recommendations of the Taskforce. The working groups and champions will interact closely with each other, and with the Taskforce Focal Points. All of the work will have full time managerial support made available from the virtual secretariat. The chairs and WG participants for the first phase will be in place for the first taskforce meeting.
