
In collaboration with country and development partners, a framework for monitoring performance and evaluation of the scale-up for better health has been developed − the IHP+ Common Evaluation Framework. The framework aims to ensure that the demand for accountability and results from single donor and joint initiatives is translated into well-coordinated efforts to monitor performance and evaluate progress and results in-country.
The IHP+ Common Evaluation Framework provides the basis for the monitoring and evaluation of joint efforts to strengthen health systems. At a meeting in Bellagio, Italy, in October 2008, a plan of action was outlined to improve the availability, quality and use of the data for country health sector reviews and planning.
In order to make these efforts operational at country level, the country health systems surveillance or CHeSS approach is under development. This consists of three streams of activity: the development of consensus around indicators and measurement strategies for health systems monitoring; enhanced support to capacity-building for data synthesis and analysis, including filling critical data gaps; and improved access to and use of data for health planning and decision-making.. Initial preparatory work has been undertaken in Ethiopia and Zambia and in several non-IHP+ countries.
The IHP+ Common Evaluation Framework provides underpinning to the efforts to monitor progress towards the health-related Millennium Development Goals by the development agencies most active in health, known as the H8 − the Bill and Melinda Gates Foundation, GAVI, GFATM, UNAIDS, UNFPA, UNICEF and WHO.
