Benin joined IHP+ in September 2009. It has a National Health Development Plan 2009-2018 which is complemented by a 3-year operational plan. A first country compact was signed in November 2010 between the Ministry of Health, the Ministry of Finance and five development partners. 

Benin is developing a monitoring and evaluation plan for the national health plan, based on an assessment of the current M&E platform. The national CSO Social Watch received a grant from the Health Policy Action Fund in 2010. Benin participated in the third round of monitoring progress against compact commitments by IHP+Results. It undertook an Annual Health Sector Review in May 2013.
